} div.Section0{page:Section0;}StartFragment 東***區(qū)丹***區(qū)創(chuàng)新孵化園及配套設(shè)施項(xiàng)目（一期）道路工程第一批次（第一部分）施工 / 標(biāo)段 招標(biāo)公告 1．招標(biāo)條件 1.1本招標(biāo)項(xiàng)目東***區(qū)丹***區(qū)創(chuàng)新孵化園及配套設(shè)施項(xiàng)目（一期）道路工程第一批次（第一部分）施工 / 標(biāo)段已由成都東***區(qū)戰(zhàn)略研究局以川投資備【***9588】FGQB-0019號批準(zhǔn)建設(shè)，***，建設(shè)資金來自國家投資-非政府投資，項(xiàng)目出資比例為100%，***。項(xiàng)目已具備招標(biāo)條件，現(xiàn)進(jìn)行公開招標(biāo)。 1.2本招標(biāo)項(xiàng)目由成都東***區(qū)戰(zhàn)略研究局核準(zhǔn)（招標(biāo)事項(xiàng)核準(zhǔn)文號為川投資備【***9588】FGQB-0019號）的招標(biāo)組織形式為委托招標(biāo)。***。 2．項(xiàng)目概況與招標(biāo)范圍 2.1 項(xiàng)目名稱：東***區(qū)丹***區(qū)創(chuàng)新孵化園及配套設(shè)施項(xiàng)目(一期)道路工程第一批次(第一部分)。 2.2 建設(shè)地點(diǎn)：成都東***區(qū)***街道。 2.3 建設(shè)內(nèi)容及規(guī)模：東***區(qū)丹***區(qū)創(chuàng)新孵化園及配套設(shè)施項(xiàng)目(一期)道路工程第一批次(第一部分)共包含三條，其中***道路1為***路，總長約544m，規(guī)劃紅線寬26m/34m；***道路2為***路，第一批次第一部分為K0+000~K0+140，總長約140m，規(guī)劃紅線寬26m；***道路3***路，第一批次第一部分為K0+230~K0+365.583，總長135.583m，規(guī)劃紅線寬16m。建設(shè)內(nèi)容***道路工程、交通工程、給排水工程、電力工程、通信工程、照明工程及景觀工程等。 2.4 計(jì)劃工期：2***日歷天。 2.5 招標(biāo)范圍：本項(xiàng)目范圍內(nèi)施工工作直至竣工驗(yàn)收合格、備案及整體移交、工程質(zhì)量保修期內(nèi)的缺陷修復(fù)和保修工作及其他與項(xiàng)目施工有關(guān)的工作，具體詳見施工圖設(shè)計(jì)文件和《工程量清單》。 2.6 標(biāo)段劃分：1個(gè)標(biāo)段。 2.7 質(zhì)量標(biāo)準(zhǔn)：滿足國家、行業(yè)以及工程所在地的地方現(xiàn)行有關(guān)規(guī)范、標(biāo)準(zhǔn)和項(xiàng)目業(yè)主要求，各標(biāo)準(zhǔn)或要求不一致的，以最高者為準(zhǔn)，工程質(zhì)量等級合格。若合同簽訂后，有新發(fā)行的國家、行業(yè)以及工程所在地的地方現(xiàn)行有關(guān)規(guī)范、標(biāo)準(zhǔn)等，與上述標(biāo)準(zhǔn)或要求不一致的，以項(xiàng)目業(yè)主的解釋和要求為準(zhǔn)。 3．投標(biāo)人資格要求 3.1 本次招標(biāo)要求投標(biāo)人： 3.1.1須具有 建設(shè)行政主管部門頒***市政公用工程施工總承包二級及以上資質(zhì)的單位； 3.1.2信譽(yù)要求：不存在投標(biāo)人須知第1.4.3項(xiàng)規(guī)定的限制投標(biāo)的情形； 3.1.3企業(yè)注冊地不在***省***區(qū)域***省外企業(yè)須提供在有效期內(nèi)的***省住房和城鄉(xiāng)建設(shè)廳官網(wǎng)已公開的入川信息網(wǎng)頁截圖（如投標(biāo)人為聯(lián)合體，則聯(lián)合體所有成員均應(yīng)具有）。 3.1.4所有投標(biāo)人應(yīng)具有針對本標(biāo)段的《***市建設(shè)***市場主體信用記錄（評價(jià)***表》（如投標(biāo)人為聯(lián)合體，則聯(lián)合體所有成員均應(yīng)具有）、《***市建設(shè)領(lǐng)域從業(yè)人員信用記錄（評價(jià)***表》（如投標(biāo)人為聯(lián)合體，則聯(lián)合體所有成員均應(yīng)具有）。 3.1.5 擬派項(xiàng)目經(jīng)理（項(xiàng)目負(fù)責(zé)人）***市政公用工程專業(yè)二級或以上注冊建造師證書，須具備有效的安全生產(chǎn)考核合格B證，/（業(yè)績要求），須為本單位***（若為聯(lián)合體投標(biāo)，須為聯(lián)合體牽頭人人員）。 3.1.6財(cái)務(wù)要求：無財(cái)務(wù)要求； 3.1.7類似工程業(yè)績要求： 近年（******月***日至投標(biāo)截止時(shí)間***，不少于3年）已完成或正在施工或新承接的項(xiàng)目共不少于1個(gè)類似工程業(yè)績。 類似工程業(yè)績是指:單個(gè)合同金額***00萬***市政公用工程施工業(yè)績 3.2本次招標(biāo)接受聯(lián)合體投標(biāo)。 聯(lián)合體投標(biāo)的，應(yīng)滿足下列要求：須具有建設(shè)行政主管部門頒***市政公用工程施工總承包二級及以上資質(zhì)的單位***。聯(lián)合體成員（含聯(lián)合體牽頭人）家數(shù)須不超過2家。 聯(lián)合體需符合有關(guān)聯(lián)合體投標(biāo)的規(guī)定和要求，并提交了聯(lián)合體協(xié)議，明確聯(lián)合體牽頭人和各方權(quán)利義務(wù)。 3.3 各投標(biāo)人均可就上述1個(gè)標(biāo)段投標(biāo)，可中標(biāo)的標(biāo)段數(shù)量為1個(gè)。 3.4入圍條件：市政施工投標(biāo)人開標(biāo)當(dāng)日在“***市***市場信用信息管理系統(tǒng)”中被***市場禁入名單的（聯(lián)合體投標(biāo)的，組成聯(lián)合體各投標(biāo)人任意一家被***市場禁入名單的），在交易云平臺勾選主體信用評價(jià)***與其投標(biāo)使用的資質(zhì)類別不一致的，一律不能成為合格投標(biāo)人。 4．招標(biāo)文件*** 4.1凡有意參加投標(biāo)者，請于******月***日起，在***市公共資源電子交易云平臺(www***）（以下簡稱“電子交易云平臺”）免費(fèi)下載招標(biāo)資料（招標(biāo)文件***），獲得“擬投標(biāo)項(xiàng)目回執(zhí)”。 4.2招標(biāo)人 不提供 郵購招標(biāo)文件***。 5．投標(biāo)文件的遞交 5.1 投標(biāo)文件遞交的截止時(shí)間***（投標(biāo)截止時(shí)間***，下同）為******月***日***時(shí)***分，招標(biāo)人或其委托代理機(jī)構(gòu)，以及已在投標(biāo)截止時(shí)間***，均應(yīng)在開標(biāo)當(dāng)日投標(biāo)截止時(shí)間***（網(wǎng)址：www***），錄入相關(guān)人員姓名、電話等基本信息。投標(biāo)人未按時(shí)登錄不見面開標(biāo)系統(tǒng)，錯(cuò)過開標(biāo)解密時(shí)間的，由投標(biāo)人自行承擔(dān)不利后果。 5.2 投標(biāo)人應(yīng)在解密開始后***分鐘內(nèi)在線完成投標(biāo)文件解密。投標(biāo)文件未能在規(guī)定時(shí)間內(nèi)成功解密的，視為投標(biāo)人未在規(guī)定時(shí)間內(nèi)提交投標(biāo)文件，由投標(biāo)人自行承擔(dān)責(zé)任。不見面開標(biāo)項(xiàng)目不接受投標(biāo)人現(xiàn)場遞交光盤等形式的投標(biāo)文件，不接受投標(biāo)人現(xiàn)場解密投標(biāo)文件。 6．發(fā)布公告的媒介 本次招標(biāo)公告在《全國公共資源交易平臺（***省）》（網(wǎng)址：http***v.cn）、《***市公共資源交易服務(wù)中心》（網(wǎng)址：http***com）、《四川建設(shè)網(wǎng)》（網(wǎng)址：http***om）上發(fā)布。 7．聯(lián)系方式 招 標(biāo) 人：*** 地 址：成都東***區(qū)公***道未來設(shè)計(jì)藝術(shù)中心B棟2F 聯(lián) 系 人：關(guān)先生 電 話：*** 傳 真：/ 招標(biāo)代理機(jī)構(gòu)：*** 地 址：***市***區(qū)***路666號福年廣場T1棟 聯(lián) 系 人：羅女士 電 話：***傳 真：/ EndFragment |
