***受招標(biāo)人委托對下列產(chǎn)品及服務(wù)進(jìn)行國際公開競爭性招標(biāo)，于2024-09-09在中國國際招標(biāo)網(wǎng)公告。本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請合格投標(biāo)人參加投標(biāo)。 1、招標(biāo)條件項目概況:***“兩化”搬遷改造項目-12萬噸/年糊樹脂裝置?，F(xiàn)擬采購防自聚球閥19臺，具備物料防自聚結(jié)構(gòu)。資金到位或資金來源落實情況:自籌資金，資金來源已落實。項目已具備招標(biāo)條件的說明:已具備。 2、招標(biāo)內(nèi)容招標(biāo)項目編號***遷改造項目-12萬噸/年糊樹脂裝置防自聚球閥國際競爭性公開招標(biāo)項目項目實施地點:中國***市招標(biāo)產(chǎn)品列表(主要設(shè)備): 序號產(chǎn)品名稱數(shù)量簡要技術(shù)規(guī)格備注 1 防自聚球閥 19臺詳見第八章 3、投標(biāo)人資格要求投標(biāo)人應(yīng)具備的資格或業(yè)績:（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機構(gòu)******。任何未在招標(biāo)機構(gòu)******。 The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid. （2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家***區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標(biāo)。 This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”). （3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。 Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid. （4）接受委托參與項目前期咨詢和招標(biāo)文件***，也不得為該項目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。 Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder. （5）單位***、管理關(guān)系的不同單位，不得參加同一招標(biāo)項目包投標(biāo)，共同組成聯(lián)合體投標(biāo)的除外。 Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. except for the case to form a Joint Venture to bid. （6）只有在法律上和財務(wù)上獨立、合法運作并獨立于招標(biāo)人和招標(biāo)機構(gòu)***。 The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent. （7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件***（網(wǎng)址：http***ding.com）成功注冊。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。 Bidders should successfully complete the registration on http***ding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders. （8）中國境內(nèi)投標(biāo)人須提供的營業(yè)執(zhí)照副本復(fù)印件（投標(biāo)人是制造商的，注冊資本不低于***元；投標(biāo)人是代理商的，注冊資本不低***元或等值外幣）；***須提供注冊證明文件復(fù)印件。投標(biāo)人為中華人民共和國以內(nèi)企業(yè)的（不含港澳***區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳***區(qū)，下同）只需被授權(quán)人簽字。 Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad (The bidder is a manufacturer with a registered capital of not less than 50 million yuan; The bidder is an agent with a registered capital of not less than 5 million yuan or its equivalent in foreign currency). Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below) （9）投標(biāo)人須是生產(chǎn)本產(chǎn)品的生產(chǎn)型企業(yè)，或為國外制造商所使用品牌的中國代理商（須提供正本制***區(qū)域授權(quán)書和服務(wù)銷售能力證明文件），授權(quán)書基本格式見招標(biāo)文件*** IV-9-4 “制造商出具的授權(quán)函”, 并且需要體現(xiàn)代理權(quán)限。投標(biāo)人為代理商的，只能接受一個制造商的授權(quán)代理。投標(biāo)人為中華人民共和國國內(nèi)企業(yè)的（不含港澳***區(qū)，下同），授權(quán)書需為正本掃描件（復(fù)印件）需加蓋公章；投標(biāo)人為國外的（含港澳***區(qū)，下同），授權(quán)書為掃描件或復(fù)印件時，只需被授權(quán)人簽字。 The bidder shall be either a producer of the Goods, or the Agency of the brand used by the Producer in China. When the bidder is the Agency of the brand used by the Producer in China, the original manufacturer"s regional authorization letter and proof of service sales capability shall be provided. The scanned copy of letter of Authorization is required for the agent shown in Producer’s website with the sealing and signing by Bidder for bidders abroad but company stamp for domestic bidders. Letter of Authorization shall be as per the format in Section 4 Form-IV-9-4 ITB Volume One, while indicating his dedicated scope of the agent. The authorization is only allow from one definite producer. （10） ******月***日至今，投標(biāo)人在中國范圍內(nèi)PVC或糊樹脂生產(chǎn)裝置有兩個或以上單筆合同不少于3臺工藝介質(zhì)為PVC漿料或膠乳的開關(guān)球閥（DN200及以上）的業(yè)績。 The bidder must have the experience of at least 3 switch ball valves (DN200 and above) with PVC slurry or latex as the process medium in two or more single contracts for PVC or paste resin plant in China since January 1, 2014. 有效業(yè)績的認(rèn)定條件為：The successful experience shall be identified upon: 提供投標(biāo)人業(yè)績清單（格式見第六章附表1），并附合同或用戶證明等證明材料。證明材料須加蓋投標(biāo)人公章（如為國外投標(biāo)人只需被授權(quán)人簽字）。業(yè)績清單包括合同號、用戶名稱、購置時間、工藝介質(zhì)、閥門尺寸、閥門形式、閥門數(shù)量等信息，日期以合同簽訂日期為準(zhǔn) 。 The experiences list (the format as per Attached Table 1 of Section Six for the format of performance list), together with the certifying and supporting documents, such as copy of contract or user certificate. The supporting documents shall be stamped with the official seal of the bidder, while the signature of authorized person is acceptable for the foreign bidder.
